Surinder Singh Khurana former Chairman Railway Board Ex-officio Principal Secretary to Government
of India was born in May 1950 at Haridwar in the house of S. Mohan Singh Khurana and Sdn. Balwant Kaur.
The Khurana family had migrated from Peshawar after partition and head to start their life afresh from the
scratch in trying circumstances. S. Surinder Singh had his school education at Haridwar and then graduated
in Machenical Engineering from the then university of Rurkee, now IIT, Rurkee. He joined Indian Railway
Service after clearing, combined Engineering Services Exam of UPSC. During his career, he held many
prestigious positions like G.M. Eastern Railways and East Cost Railway, Chairman of IRCON International
Ltd., Chairman of Dedicated Freight Corporation of India Ltd. (DFCCIL), Member Staff, Railway Board and
finally Chairman Railway Board. As members Staff Railway Board, he was In-charge of HRD and welfare of
1.4 million Railway men. He was in administrative control of the General Managers of 16 Zonal Railways
and all the Public Sector Undertakings of Railways e.g. RITES, IRCON, DFCCIL, RAILTEL, CONCOR,
RVNL etc. He participated in the activities of UIC (International Union of Railways), was a member of
World Executive Council and attended meetings of UIC at Paris and Asian Regional Council in South
Korea and Russia. He has undergone in service. Management Training at STERN University, New York and
IIM, Ahmadabad. His long experience of 38 years in Administrative, Corporate, Managerial and Technical
fields and his reputation as a fair, honest and dedicated officer brought him laurels and overall appreciation.
That is why even after his retirement in May 2010, he services were requisitioned and he continued to work
as MD of Indian Railway Welfare Organization (IRWO) for 3 years. IRWO is entrusted with the task of
construction of houses for Railway men on ownership basis. He was also Independent Director on the Board
of National Aluminum Company and Food Corporation of India. Presently he is Independent Director on
the Board of Surya Roshni Ltd. and Chief Advisor Railways to Engineering Projects (India) Ltd. He was also
retained as Advisor to DSGPC for their technical Institutions and Engineering colleges. Despite his holding
high positions in life, he is a Gursikh in every respect. His humility, humanity, sweet way of speaking,
gentle behaviour and kind heartedness are the qualities of a Gursikh. Thus, he is a role model not only as a
distinguished officer, but also as an excellent human being.
