Although, at one point of time, the Sikh leaders agreed for an All India Sikh Gurdwara Act as per which different committees were proposed for the management of Gurdwaras at different places. However, gradually some politicians stopped taking interest in such an arrangement as they wanted the SGPC to remain the only powerful body to look after the management of Gurdwaras. That is why, when Pakistan Gurdwara Management Committee came into be, they opposed it. However, as the time passed not only The Pakistan Gurdwara Management Committee was accepted, but other organisations for managing the Gurdwaras affairs like Patna Sahib Board, Hazur Sahib Nanded Board and Delhi Sikh Gurdwara Parbandhak Committee were also recognized. In the year 2000, when some members of SGPC from the state of Haryana started feeling that SGPC was not giving due attention to the Gurwaras in Haryana, they raised a demand for a separate Gurdwara Management Committee for Haryana. This idea for a separate committee for Haryana was originally propounded by S. Jagdish Singh Jhinda and supported by various leaders like S. Bhupinder Singh Asandh, S. Harpal Singh and S. Amrik Singh Janatpur. The Haryana Govt. at that time also supported this demand and on 11th July 2014, a bill was passed by Haryana Legislative Assembly accepting the said demand. As per this act, the newly constituted committee, HSGPC is responsible for upkeep of Sikh Gurdwaras in Haryana.
This move was opposed by the than Chief Minister of Punjab, S. Parkash Singh Badal and his Government and following this stand of the Punjab at that time, Jathedar Akal Takht Sahib, Giani Gurbachan Singh also not only opposed it but also excommunicated Haryana Finance Minister S. Harmohinder Singh Chattha and the two top officials of HSGPC, S. Jagdish Singh Jhinda and S. Didar Singh Nalwi. Although, the Haryana Committee took control of five Gurdwaras, but then matter went to Supreme Court which ordered status to for the control of the Gurudwaras in Haryana and as such the SGPC is still controlling remaining Gurdwaras with its office at Kurukshetra. The matter has not yet been sorted out between SGPC and HSGPC. There are only 5 Gurdwaras under the control of HSGPC. However, the present Government of Punjab supports separate committee for Haryana and the HSGPC has also elicited considerable International support including the support of Pakistan Sikh Gurdwara Management Committee. S. Jagdish Singh Jhinda (Mob: 8901230088) and S. Didar Singh Nalwi are continuing to be the President and Secretary of HSGPC.
