Harcharan Singh Josh, Practicing Advocate Supreme Court of India, and President of Indian Council of World Affairs (Sapru House) since 1986 till date (soc), Secretary in INC Minority Department from 1994- 2009, he was the first Indian to receive PEACE AWARD at Santiago, Cuba June 1989, a committed activist and politician of the Congress Party, former Member, National Commission for Minorities and Ex-Director of Punjab and Sind Bank, he was born in 1943 in Gujarat District (West Pakistan). Right from University days, (1965-68), he was active in student politics. A good number of positions were held by him even at that time, eg. President Delhi University Students Union (1967-1968), Led Delhi University Delegation at International Youth Festival held at Sofia (Bulgaria), (1968), President Law Faculty Students Union (1969), Leader of the Student Goodwill Mission to Nepal (1970) and sole nominee of the Indian National Congress in the meeting of the World Federation of Democratic Youth held at Budapest, Hungry (1970).
Represented India at International Youth Festival, Berlin 1973 as Deputy Leader of Indian Delegation, In Congress Party he was known as very close to Gandhi family, he held various positions and responsibilities on behalf of the party. No wonder he was In-charge of Hon’ble Prime Minister Indira Gandhi meetings In Gujarat Assembly Elections in May 1975, and campaigned for Congress in Punjab Elections (1985), he also acted as Observer for Lucknow Parliamentary Constituency of Dr. Karan Singh’s Election in October 1999, he Contested against Shri. Atal Bihari Bajpai. Such like special assignments were handled by him on several occasions, the most important being that of Incharge of South Delhi Parliamentary Constituency of Dr. Manmohan Singh (Former Prime Minister) in September 1999. Among the positions held by him in the party, he was Secretary General, All India Youth Congress Party 1974-76 and continued till 1980, Vice President, Delhi INUTC (January 1980), Deputy Leader Congress (I), Municipal Corporation of Delhi (MCD) (1983- 1990), Convener and Spokesman, DPCC Campaign Committee (1996) Parliamentary Elections, Member Standing Committee, MCD (1988-1989) and Vice President and General Secretary in Delhi Pradesh Congress Committee Continuously for more than 18 years. He was Also invited by Crydon College London to present a paper on 125th Birth Anniversary of Gandhi Ji in February 1995. In the year of 1999-2002 he was appointed as Office Bearers Of various Institutions/Colleges, Such as “Chairman” “Saheed Bhagat Singh College” Delhi University (1999-2001), As Member Executive in Council “Indian Law Institute”, New Delhi till 2002. His one of the major service towards the Humanity he was appointed by Dr. Manmohan Singh and Smt. Sonia Gandhi for distribution of relief material worth Rs. 18.5 crores for earthquake victim in Jammu and Kashmir in October 2005, Keeping in view his commitment to the party and his excellent behavior, he was made member of National Commission for Minorities from 2006-2009 (succeeding S. Tarlochan Singh). Despite opposition of some Sikh groups to congress, he never faulted in his commitment toward the party and starting with being the Founder Member of N.S.U.I., he completed all the challenging assignments and tasks given to him. At the same time, he remained a devoted Sikh and always kept the party apprised of Sikh view points and aspirations. Although, some people in Congress did not appreciate Dr. Inderjit Singh, he convinced them about his contribution and apprised the Sikh world of his great contribution in recruiting a large number of Sikhs in Punjab & Sind Bank. His book, “Man on the Economic Wheel” – History of Punjab & Sind Bank speaks volume for his writing ability and concern for the Sikh cause. His other books are India’s Foreign Policy (1989), India’s Foreign Policy Nehru to Narsima Rao (1994) and GATT Dunkel & India (1995). His greatest contribution for his religion relates to the study which he got conducted first time during his tenure in the National Minority Commission regarding the poor artisans Sikhs known as Sikligars, Lubanas, Vanjaras and Dakshini Sikhs. The best part is that he himself played a vital role in making this study by visiting various places (14 states) and camps of these tribals. It was the sad plight that Sikh leadership was unaware of these Sikhs living in abject poverty, and its values and cut off from the main stream, that moved S. Josh and he initiated the work in 2008 in the Distt. of Alwar, Rajasthan and collected very useful data, pictures and statements to invite the attention of the Govt. as well as Sikh religious organizations like SGPC with a view to improve their present lot and include them in the religion to which they belong. This study regarding these Sikh tribes who are highly deprived, socially, economically,living in sub human conditions is now planned by him to be published for free distribution among all concerned. It is this service of S. Josh, which makes him a Sikh role model. Presently, he is living with his family in Delhi. His wife Mrs. Laj Josh Chief Editor “Nai Disha” Hindi Fortnightly, His son S. Inderpreet Singh Josh is an Additional District and Session Judge, Sitapur, U.P. (H.J.S) and his daughter Ms. Manpreet Kaur, taught for more than 7 years in the well Known Modern School, New Delhi and is now happily married and is settled in Melbourne (Australia).
